Background

The Emperor is humanity's ruler and the father of the twenty Primarchs. He identifies Francis Crick as his eleventh son and the commander of the Soul Drinkers Legion, though Francis initially remembers nothing of his prior life 1.

Before Horus's rebellion, the Emperor focuses heavily on creating a human-controlled Webway. He orders Magnus and the Thousand Sons' Librarians back to Terra, while pursuing the project beneath the Imperial Palace 4 26. His understanding of the Webway significantly improves after studying Aeldari technology obtained through Francis 78.

When Francis attempts to warn him of Horus's coming betrayal, the Emperor dismisses the warning and assigns Francis and Leman Russ to an expedition. He places Magnus on the Golden Throne to continue the Webway work 26.
