Or Luthor, who had just unleashed Doomsday on Earth, only for Deathstroke to raid his base right afterward, leaving all his evidence in the hands of the Justice League.
Of course, Luthor's imprisonment here was rather complicated.
On one hand, the Justice League needed to assist the ground governments in extracting more evidence from Luthor.

If Luthor were held in a ground-level prison, Zhent really could do that anytime, with a casual flick of his hand.
After all, even Superman was no longer sure just how strong Zhent had become after the Doomsday incident.
