Konoha had not gathered all the Ninja Clans within the Land of Fire. In fact, some Ninja Clans were still scattered throughout the country. The Tsuchigumo Clan was one of the foremost among those Land of Fire Ninja Clans outside Konoha.
During Sandaime's administration, they had formed an alliance with Konoha as a single clan.
Because that clan possessed an incomparably terrifying forbidden technique.
Of course, aside from the Tsuchigumo Clan, all sorts of other Ninja Clans were spread across the vast territory of the Land of Fire.
Taken together, their numbers could not be underestimated.
Only with their strength could the Security Plan be carried out more effectively. They could not possibly be excluded from the plan, either. After all, any ninja was an unruly force. They had to either be recruited or controlled; at the very least, they had to be kept on record.
Naturally, Mitokado Homura and Utatane Koharu had no objections to this.
For a plan of this scale, Konoha's ninja alone were simply not enough.
