"Human Rights Revolution?" Fury's mouth twitched when he heard those words. "Are you sure you need me rather than your former CIA agents?"

Yet Terrigenesis was also what allowed ordinary Inhumans to rise into the upper class in a single leap—though in the end, they were nothing more than living tools for the Royal Family. Even so, they still clung to that hope.

Ordinary people without powers usually lived on the first underground level. They performed manual labor, lived on tight rations, and mostly crammed themselves into cramped spaces just to scrape by, hoping only that the Genetic Council would take a liking to their children.
