The former needed a Jonin's recommendation and had to pass a series of difficult tests.
The latter had it much easier. As long as Konoha's High Officials were willing, they could recommend someone for the rank of Special Jonin at any time. Of course, Konoha's High Officials wouldn't recommend just any ninja for the position.
