But No. 16 stared solemnly at Cell. "Calculations show that my strength is on par with Cell's." That statement surprised No. 17. Since No. 16 had never fought before, no one knew how strong he was.
After all, No. 16 was an older model of android, and many of his functions were inferior to those of the newer models. But Dr. Gero had his own reasons, and there had to be a reason he had gone to such lengths to create No. 16's body in the first place.
There was no other choice now. If No. 17 didn't step in, he surely wouldn't be able to defeat Cell. They had to rely on No. 16's strength—and this was the perfect chance to see what he could really do.
