Even Madara himself wouldn't claim he had fully unlocked the Rinnegan's abilities. He didn't know how far Uchiha Chen had developed the Rinnegan, but judging by Chen's ability to absorb the Tailed Beasts and become the Ten-Tails Jinchuriki, he was at least no worse than Madara.

In fact, it seemed possible that Chen had even surpassed him in his mastery of the eye's powers.

"Damn it!" Madara spat viciously. "Why did things turn out like this? I'm the one chosen by fate! Bastard!"

Hearing Madara's words, Chen merely gave a cold laugh. A hint of pity showed in his eyes as he looked at Madara. Even now, that once-insolent man still hadn't recognized reality.

When all was said and done, he was nothing more than a pawn in Black Zetsu's scheme.
