Son Goten had been practicing the Spirit Bomb for several days. It seemed he had little reverence for the world around him, so he forcibly gathered energy from nature, but could only collect a relatively small amount.
Seeing that Son Goten had finally encountered a skill he couldn't master right away made King Kai quite happy.
