The Purple Hall existed only in the Capital City; no other city had a branch. It was a special department exclusive to the royal family, and only the royal family could command it.

It had two main responsibilities. The first was protecting the royal family and serving within the Imperial Palace.

The second was to oversee the other three departments. It had special law-enforcement authority and, with the royal family's permission, could take charge of any work handled by the other three departments.

The four major departments cooperated with one another, assisting His Majesty in governing the entire Qing Kingdom.

Now that His Majesty had issued a Sacred Edict summoning Ye Baiyi of the Green Bureau, he would usually use the opportunity to have the four departments present their memorials according to the morning court's usual practice, so he could review and address them.
