The city center was bustling, and seemed even more high-tech than Card City. The city had been built across three levels: underground, ground, and sky.

Most of the underground level consisted of transit routes. To avoid affecting the city's environment and to keep it looking clean and tidy, the average resident of Flower City traveled by underground transit. Of course, they could also use aircraft, but the government wouldn't foot the bill for that.

In addition, the underground level housed some large-scale entertainment facilities, the city library, and a few unimportant government offices.

The ground level was mostly residential and commercial areas, along with the main District Government building and its jurisdiction. One thing worth noting was that the District Government's main administrative offices weren't included in its jurisdiction; they were right next to the city center instead.

Most people would probably think that if the jurisdiction didn't allow ordinary people inside, they might as well build it in the sky, looking down over the city.
