Native Inhabitants
So several major powers proposed providing some resources and manpower, letting those willing to go out and establish safe bases do it themselves. The people who built each base would be responsible for it, and it would be independent of the nation from then on—in truth, after the entire sub-district fell, the concept of a "nation" no longer existed here.
Before it was besieged by Aliens, W37 Base was a sub-district with fairly advanced technology and a decent level of Evolution. In theory, with so many Players, stopping the Aliens shouldn't have been too difficult. Manpower was limited, sure, but there was no shortage of high-powered firearms.
The problem was that the nations kept sabotaging one another. Some wanted to take advantage of the crisis to swallow up other nations and their resources. The Alien hordes became natural weapons that could be manipulated and exploited, and the Players whose nations were facing annihilation retaliated in turn.
For Players capable of moving at high speed, armories, weapons depots, and even armies were all targets. With a mindset of taking everyone down together, blowing up one munitions depot was a fair trade, and blowing up two was a huge win. They might not even have to sacrifice their lives.
After the nations had spent some time slaughtering one another, opportunists showed up.
That's right, Players from other game sub-districts came to loot them, too. This was one of the reasons W37 collapsed so quickly.
However, people leaving the safe bases to seek shelter elsewhere hadn't been dispatched to find food-producing areas, as the Dungeon background described. Most were losers in factional struggles, along with some elderly, weak, and otherwise worthless people.
