In Luxanna's plans, Demacia's nobles had to be swept into the dustbin of history.

But they had to be eliminated through changes to society and its institutions, not by physically wiping out every noble. Those willing to accept the New Order could certainly be reformed.

The line was not easy to draw, but no matter how difficult it was, Luxanna had to set the right tone.

So, as trade associations gradually made their way into the cities and towns of the north, the intelligence unit was also deliberately gathering information on the nobles in each region, sorting and filing it by category.

Among the nobles were outright bastards, men who would stop at nothing to satisfy their own desires. Some were so reprehensible that even the trade associations couldn't remain in their territories. They were beyond saving.

But there were also those who upheld the honor of the nobility. Some even took Luxanna as their role model, doing their utmost to develop local production and working tirelessly, day and night. They were people who could be united.

Different nobles naturally called for different approaches. So, drawing on the intelligence unit's reports and Luxanna's own interactions, they finally drew up a list of nobles who could be united under the Northern United Front.

The nobles on the list made up less than a third of all the nobles in the north. After Luxanna began her operation in Silvermine City, representatives of the trade associations in their territories finally started calling on them one after another, urging them to join Luxanna's cause.

It was a dangerous undertaking.

Even though the targets had been carefully selected and considered potential allies during the preliminary work, representatives from seven trade associations were still imprisoned.
