The Magic Council's ruling was as follows:

First, the losing side and instigator of the war, the "Phantom Lord" Mage Guild, was ordered to disband!

Second, "Fairy Tail," which had defended itself and fought back to victory, was exceptionally declared innocent and spared any punishment for various reasons, including the fact that many Council members had spoken in its defense!
