To be honest, if he had a choice, he wouldn't want to deal with this mess at all.
Even though he knew Sengoku meant well. He wanted Kizaru to take advantage of the World Military Draft to recruit or promote a group of loyal subordinates, paving the way for him to become Fleet Admiral and command the troops in the future.
