Annie always did what she said she would. She'd said she wouldn't interfere with that Gift Game where everyone would be slaughtered if they failed, and, sure enough, she hadn't lifted a finger.

While the members of the "Bear Head" nameless community were all doing their part and nearly everyone was out and about, hunting for clues, poring over documents, or searching the borders of the region for a way to break through the barrier and escape, she was busy wandering aimlessly around town all by herself.
She could've gone back to the community by now and waited for dinner, but she didn't want to see certain people's irritating faces. So she decided to eat out and return only when it was time for bed.

Before long, she found a little roadside diner on the edge of the city. She ordered a huge spread in the empty restaurant and started eating by herself.
It wasn't long before Annie spotted a whole bunch of local community members, famous and otherwise, darting around nearby like headless chickens. They kept rushing past in a hurry. She even saw the Perseus soldiers from her own nameless community, with badges bearing Tibbers' face pinned to their chests.
