As for what Ming Wan'er, that new idiot, said and did after waiting there until dawn and calling the Pollution Control Bureau to dig up the "Highway Ghost" stele, Annie had no idea. She didn't care, either. She just shut her door tight and went to bed.
After all, she'd been out and about for most of the night. By the time she got back and washed up, it was nearly three in the morning. She was exhausted and had no time to ask about such boring things.

After all, this world had ghosts—and lots and lots and lots of them... They were all terrifying, cruel, and horrifying in their own ways. Most importantly, people in this world had accepted the existence of ghosts. No one even found it surprising when someone died in one of their bizarre ways.
By comparison, his Lordship Tibbers merely projected himself and ate those projections—a safe, eco-friendly, green, pollution-free form of "mental attack." He was goodness knows how many times more merciful!
So, since him going out to eat people wouldn't cause much of a disturbance and the people of this world could easily understand and accept it, he was naturally allowed to roam freely at certain times.
