The words "Department of Bridges and Tunnels" were carved into the wall outside the front entrance of the headquarters of MIB, the Men in Black, a "foreign-affairs" organization with a history stretching back decades. That was also the name it used publicly. Of course, everyone in the know understood that the "Department of Bridges and Tunnels" was nothing more than a cover. It did oversee the construction of "bridges" to establish relations with aliens, and it was good at digging tunnels deep beneath the earth, but it had nothing to do with any of the bridges and tunnels on the surface!

And MIB, the Men in Black, had been operating underground at 504 Beale Street under that cover for many years...

Aside from the handful of people permitted to know, MIB's own agents and staff, alien tourists, and aliens who had settled on Earth as refugees, no one knew what this plain, old building at 504 Beale Street represented—or what kind of power and resources it possessed.
