A quick clarification here: reputation refers to reputation with NPCs. Bai Fu has a mixed NPC-and-player panel, but whether or not it's mixed, reputation only applies to NPCs, not players. Otherwise, it would be way too easy to boost. Bai Fu's reputation has stayed at 1 because she's only been active in the Wildfire Gang so far, and word of her hasn't spread beyond it.
