"You bastard, who the hell are you?!" Spandam scrambled up from the ground in fury, his eyes blazing as he glared at Xi Yan. "Your clothes... Navy?"
"Who gave you permission to do that?!"
"Do you have any idea what the consequences of this are?!"
Spandam was absolutely livid. He'd been chatting with his subordinates about their bright future when the Great Gate suddenly came flying in.
If not for his sheer luck, would that gate have smashed right into his face?!
He wasn't CP9—he didn't have a monster's body. Getting hit by something like that would kill him.
"Clearly, this guy isn't Navy," Blueno said.
He wore nothing but an ordinary Navy soldier's uniform, yet a long blade hung at his waist. Add in the fact that he'd just sent the gate flying... obviously, something was off with this guy.
"Is he one of the pirates invading Judicial Island this time, Chababa~"
"Earlier, someone said the only intruder was Straw Hat, but that doesn't seem to be the case," Blueno said.
While speaking, he glanced at Spandam's desk and noticed the Den Den Mushi wasn't properly set down. That was probably why they hadn't received any messages.
"To invade all the way here alone—should I call you stupid or bold?" Kalifa pushed up her glasses.
The others stared expressionlessly at Xi Yan, clearly surprised that any pirate would dare come here solo.
"Probably bold," Xi Yan said with a chuckle. "After all, I'm a lawless man. Your World Government can't rein me in."
"Bastard, who do you think you are?!" Spandam roared. "How dare you speak like that? Don't you know the World Government represents everything?!"
To dare belittle the World Government—he'd never seen someone so audacious. Didn't he know what that meant?
"That's your World Government, not mine," Xi Yan said.
"So?" Kalifa asked. "You came here alone to challenge all of us?"
"Just here to get to know our enemies this time," Xi Yan said. "And to talk about a few things."
"Don't tell me you're here to deliver a Challenge Letter," Jabra said with an exaggerated grin. "That's the pirates' favorite little game."
"Hahaha."
He'd seen it more than once on past missions.
"You could see it that way," Xi Yan said with a shrug. "Of course, if you don't accept, I don't mind killing you all right here."
"A Challenge Letter?" Kaku asked with a strange look. "And who do you represent?"
Kaku automatically ignored Xi Yan's latter remark—it seemed impossible to him. He had plenty of confidence in his own strength.
"The Straw Hat Pirates."
"You think the Straw Hat Pirates can take on the entire CP9?" Rob Lucci asked.
He didn't know why the Straw Hat Pirates had an extra member, but Rob Lucci didn't care about that. The outcome wouldn't change.

"Plus the Buster Call," Xi Yan said.
At that, Rob Lucci's face darkened. Was this guy looking down on him?

Every CP9 member except that new kid was here now. Handling the Straw Hat Pirates was more than enough.
With a cold laugh, Spandam said, "Take him down!"

"You bastard, this isn't what we agreed on!" Nico Robin screamed from outside.
Wasn't it agreed that if she behaved obediently, CP9 wouldn't touch the Straw Hat Pirates?
