If he were to challenge the Illusion Sea now, he would be guaranteed at least 21 levels, clearing yet another obstacle on his path to becoming a Universe Venerable.

Without a qualified will to lead one's consciousness, the result is either the loss of reason—like a savage beast, becoming a low-level lifeform driven by instinct—or an insufficient control over one's divine body, leading to a series of combat failures.
