They even granted Guen special authority to establish a department that would manage the surrounding dozen or so Universe Nations until they were fully established. The department would report directly to the Virtual Universe Company, with Lord of Chaos City as its sole designated superior. For now, it had only one requirement: maintain and establish the borders of the Universe Nation's territory.

They also promised that Guen would be put in charge of at least three of the next ten Universe Genius Tournaments; that he could draw Immortals and talented individuals from the Four Great Secret Realms as needed to work in the department; that he could select branch races from the territories of humanity's already established Universe Nations to settle in the Universe Nation under his command; and that he could establish an independent order spanning those dozen or so Universe Nations, so long as it did not fundamentally oppose the development policies of humanity or the Hong Alliance...
