The area around Pangu City on the lowest level was divided into four ring belts.
The Celestial Dragons' castles occupied the two inner rings, the VIP section, while Navy and CP Organization troops manned the two outer rings to guard them.
Aside from the Celestial Dragons and their slaves, no one else was allowed into the inner two rings. The movement of personnel was also strictly monitored.
