The full-power Water Release Chakra Mode—or, in other words, making the Water Release Chakra Mode his default state—was Hozuki Shingetsu's plan for how to further improve the technique.
The inspiration was the same as with the Destructo Disc: it was borrowed from the Super Saiyan Full Power form that Son Goku had invented in the Dragon Ball world.
Since, to some extent, the Naruto world paid homage to the Dragon Ball world, it was only natural for Hozuki Shingetsu to recreate a full-power Water Release Chakra Mode in the Naruto world, right?
According to Dragon Ball, maintaining this transformed state as one's normal state allowed the body to adapt to it. That way, during battle, the body could withstand a heavier strain, leading to another substantial increase in strength.
By Hozuki Shingetsu's estimate, if he could achieve a full-power Water Release Chakra Mode, then when he fought for real and unleashed his full strength, he'd probably be stronger than a Jonin, though still short of Kage Level. Don't think that was unimpressive. Hozuki Shingetsu's overall strength was only that of a rookie Jonin, and his base combat ability was too low.
After all, this wasn't a Super Saiyan transformation that multiplied one's strength by fifty. This was already a substantial boost, and at twelve years old, he still had plenty of room to grow.
But that brought up the same question: how could he train to make this Water Release Chakra Mode his normal state?
Unlike the Super Saiyan transformation, which was based on physical stamina, maintaining Water Release Chakra Mode required Chakra. In other words, to keep this technique going, Hozuki Shingetsu needed an enormous amount of Chakra—far more than an ordinary person had.
If he couldn't solve that problem, nothing else mattered.
