Background
Hozuki Shingetsu originated from Earth and was reborn in the Naruto world as the Hozuki Clan's young leader in Kirigakure. After initially resisting his situation, he accepted it and set three overarching ambitions: immortality, acquiring powerful female companions, and unifying the shinobi world. 4
He considered the existing “one country, one village” order fundamentally flawed and treated Kirigakure as the foundation for a future unified state. His early political strategy focused on gaining authority over the Ninja Academy, foreign affairs, and village propaganda while building a public image strong enough to challenge Mizukage Ren. 4 8
Shingetsu deliberately cultivated the “Timely Rain” persona through selective aid to civilians, paid praise, and messaging that contrasted his benevolence with Ren's rule. His stated charitable image was therefore also groundwork for changing Kirigakure's regime. 3

Shingetsu was originally a lean, handsome youth with the Hozuki Clan's distinctive white hair.
