After consuming all the Level 1 Fortified Meat and practicing the Eighteen Forms of Body Technique twice every day, he was only 0.01 points short of the 3.25 Strength needed to reach a thousand kilograms. His Constitution was also rising in tandem, thanks to his Proficient-level Body Technique.
That was probably one of the benefits Gallen had mentioned about mastering Body Technique to the Proficient level before reaching a thousand kilograms: his Constitution kept improving because his technique was ahead of his physical strength.
