The sixteen water utility companies had a total of 15,341 employees. Their losses varied in scale, with fiscal subsidies of 5.2 billion yuan last year to cover those losses, while their combined annual revenue stood at 19.7 billion yuan.
There was also a general overview of each utility company, such as the amount of water pipelines, wastewater treatment plants, waterworks, billing offices, and office buildings they owned.
The final section covered the shareholding structure of each utility company, as well as whether any portions were privately owned or foreign-funded.
Li Feiyang pointed to the employee figures in the document.
"I believe Director Zhang knows something of the situation as well. During our company's water utility contracts in Hui City and Rongcheng, we streamlined some personnel. Barring any surprises, the total workforce of the Shandong Provincial Water Utilities Corporation will be reduced to around seven thousand."
