Torifu was exerting all his strength to form the Cloud Sphere, and its suction was immense. He was high in the sky; otherwise, it wouldn't just be the clouds getting sucked in—even Amegakure itself would be drawn up.
Even Yahiko and the others, standing on the ground, could clearly feel the tremendous pull coming from the sky.

Torifu spent about half an hour sucking in the clouds from the sky, but they were simply too vast. It was proving difficult for him to handle alone.
