His meaning was already clear: they couldn't make a move against Fugaku Uchiha.
The Great Elder agreed with the Second Elder. In the Uchiha Clan, there were few people who could take on the position of clan head.
And none of them had nearly as much experience as Fugaku.
They still planned to win Fugaku over first, then appeal to his emotions and reason with him, using the clan to pressure him.
If they kept at it long enough, he would eventually agree. After all, though he was the clan head, he stood alone and couldn't defeat them.
"In that case, we'll officially begin preparing this plan. The moment the First and Second Hokage return to their own world, we'll act! We should also look for a chance to figure out how to create a Portal. If they can build one, there's no reason we can't!"
The Great Elder had grand ambitions, even greater than those of the other elders—or perhaps he was simply more greedy.
He wanted to take control of all of Konoha, and he also wanted to learn how to create a Portal.

As clan head, Fugaku knew nothing about the elders' meeting. At that moment, he was teaching Itachi how to practice ninjutsu.
Ever since he'd returned from the Torifu Realm, he'd been thinking about it every day.
Why was there such a vast difference between the
