Zetsu was starting to think they should give up.
Before, the Shinobi World had been relatively normal, and they could still make plans.
But now a major figure had arrived in the Shinobi World. Zetsu couldn't handle him at all, and only two people were left to carry out the plan.
What was the point? They might as well run while they could and preserve the plan for another day.
After all, the Rinnegan wouldn't decay. As long as Zetsu waited until Nagato died and took the Rinnegan, there would still be a chance.
