After all, strictly speaking, Hell Keepers were immortal beings, and new ones were produced every day. These islands, which resembled flowers, had all been built by the Togabito.
Hell Keepers were merely tools, with no real intelligence. So although the Togabito couldn't hurt them directly, they could use their wits to kill them and evade their pursuit!
These flower-like islands were traps for hunting Hell Keepers. At the center of each one was a sharp spike. When a Hell Keeper was lured there, the spike would pierce straight through its body!
At first, the rebellious Togabito had aimed to wipe out all the Hell Keepers and turn this place into a world like the Soul Society. But when they discovered that countless Hell Keepers were produced every day, they naturally abandoned the plan.
No matter how many Hell Keepers they killed, it would all be pointless in the end!
Still, the islands made good hiding places when fleeing from pursuit. Many Togabito who were cornered would hide here. With their enormous bodies, Hell Keepers were bound to be pierced by the spikes shooting up into the sky as soon as they set foot on a Petal Island!
