High above, the wind howled.
Azu stared down toward Manhattan and narrowed his eyes slightly.
At the Arc de Triomphe in Manhattan, he saw a squad of police officers sneaking forward, using buildings, cars, landscaped medians, and other obstacles as cover.
Beside the Arc de Triomphe stood a metal cylinder installed on the ground. When Jeff had demonstrated Earth Shaker earlier, Azu had seen the cylinders installed throughout Manhattan begin to vibrate.

Azu glanced at the Raptor Battle Armor standing guard atop the Arc de Triomphe and chuckled. "Looks like they found those devices through the city's surveillance system."
"They want to try dismantling them before the negotiations, so they can gain the upper hand?"
"They should know it won't be easy, right?"
Azu shook his head. "Those white pigs shouldn't be that stupid. If they really were, the Federation would have been overthrown several times already."
"That means this could be a smoke bomb meant to confuse their opponent."
"Then they're planning to rescue Arnold?"
"That won't be easy. Even their most elite troops probably wouldn't be a match for those Battle Armors."
Azu lightly slapped his forehead. "Looks like that old man Edgar has already teamed up with the Federation."

"That probably wasn't enough."
