History

Horikita Manabu Administration

At the beginning of the school year, Horikita Manabu introduced the Student Council during the entrance ceremony and emphasized the school’s meritocratic policy and expectation of strength from its students. 1

After Hashiba Hikaru exposed the school’s Deep Rules on his first day, Manabu obtained his profile through Council channels and assessed him as a potential recruit. He offered Hashiba an opportunity to join, explaining that membership would grant a broader perspective on school affairs and allow him to leverage Council influence during class competition. 9

Hashiba initially declined direct membership, but later negotiated two guaranteed Student Council positions from Manabu in exchange for helping Horikita Suzune improve. 28 Those positions were ultimately filled by Ichinose Honami and Ando Sayo after Manabu personally reviewed their applications. 74 76

Nagumo Miyabi Administration

Nagumo succeeded Manabu as Student Council President and announced an agenda centered on meritocracy, broader elections, indefinite terms for capable officials, and majority-vote impeachment procedures. 194 195

Hashiba won the Vice President election by a landslide and assumed responsibility for Council recruitment and departmental work. 194 195 Under Nagumo’s large-scale recruitment drive, Hashiba helped expand the organization with nine first-year members. 202 204

Nagumo’s majority-vote system became a major arena for internal power struggles. An impeachment attempt against Hashiba failed by a six-to-four vote; Hashiba then successfully impeached Higashida Takashi for launching an unsupported accusation. 263 264

Hashiba Hikaru Administration

Nagumo resigned as President, and Hashiba formally assumed the office. His administration began with a public personnel-change notice, plans to renovate the Council office, and efforts to build loyalty among members through improved working conditions and bonuses. 340

Hashiba later established the Disciplinary Committee as a department directly managed by the Student Council President. Disciplinary Committee

Internal Political Structure

Under Nagumo’s reforms, Student Council officials could be challenged through an internal majority vote. This system allowed impeachments but also made executive alliances crucial to retaining office. 194 263

For a vacant executive position, candidates must secure votes from Student Council executives and club leaders; neither the President nor any other individual can simply appoint a replacement. 264
