Ten thousand River God Power, three hundred Great Saint-level Believers, and three hundred Subordinate Gods of Subordinate Second Rank Divine Tier.

These were the most basic requirements. From Subordinate Third Rank Divine Order onward, every promotion required them.

And besides those—

There were four more requirements.
