Normally, ninjas needed Hand Seals to perform ninjutsu. Even the Hokage was no exception. Still, many exceptionally talented ninjas could simplify the Hand Seals for their techniques—or perform them one-handed!
For example, in the original story, the Second Hokage simplified the Water Dragon Bullet Technique, which required forty-four seals, down to just four! In the first volume of the Naruto manga, Haku, an Ice Release user, performed Hand Seals with one hand. And during the Fourth Shinobi World War, Fourth Hokage Namikaze Minato also performed Hand Seals with one hand!
Jiraiya could even form Hand Seals with his feet.
But Hand Seals were something the vast majority of ninjutsu simply couldn't do without!
Insignia-less Ninjutsu was rare, and every such technique was incredibly difficult to learn!

Jiraiya, Tsunade, Minato, and Nawaki had never heard of anyone converting a ninjutsu that required Hand Seals into one that didn't!

The Hand Seal section usually appeared in the code framework's [Chakra Collection] and [Wind Nature Transformation]. The seals served as cues and made it easier to control chakra and convert it into wind-nature chakra.
