Thick mist blanketed this place year-round. Even during the day, the sky remained gloomy and overcast.

Matching that, the atmosphere throughout the village was equally bleak. There were hardly any villagers walking the streets, and aside from necessary activities, most people chose to stay indoors.

Even when they had no choice but to meet on the road, they remained wary of one another.

This was Kirigakure, known as the Blood Mist Village.

At that moment, two Kirigakure ANBU appeared in the office of the building at the center of Kirigakure, marked with the character for Water.

Sitting in the middle of the office was a childlike boy.

"Greetings, Lord Mizukage."

The instant the two ANBU appeared in the office, they respectfully dropped to one knee, not even daring to raise their heads for a glimpse of the Mizukage.

That was right. This man, who looked as young as a child, was Yagura Karatachi, the Fourth Mizukage who had personally created the bloody Kirigakure, as well as the Three-Tails Jinchuriki.
