Now that they had decided to use this system, the giant cats had to get moving as well.

Jiang Han gave the giant cats some of the blueprints she had designed and had them take them to the Giant Cat Furnace Factory, where Echo Giant Cat could hammer out the components.

Her design was a relatively primitive [coil design]. A signal tower would transmit necromancy's negative fear spell into living creatures' brains, then use the "thoughts" generated by those brains to gather energy. That energy would accumulate without end, eventually transforming from mental energy into a real, tangible driving force.
