Wanting a certain ability did not mean you could necessarily develop it.
Of course, if all you sought were the pure-energy attacks of Enhancers and Emitters, there really was no need to involve vows and restrictions.
But many other abilities were, in fact, affected by them.
To give the clearest example—
In the original story, Killua was a Transmuter. His ability transformed aura into electricity, from which he developed various applications and techniques.
But the prerequisite for using that ability was that Killua had to recharge regularly. Otherwise, even if he still had latent aura, he could no longer transform it into electricity.
That was the restriction Killua had to accept when developing the ability.
So, could he not skip the recharging process and turn "aura" directly into "electricity"?
Of course he could.
Provided he established harsher restrictions, until the resulting vow effect could make that idea a reality.
The question was, would harsher restrictions necessarily yield better benefits?
Killua had simply found what he considered the best balance on that staircase spiraling upward like DNA.
That was how vows and restrictions permeated the entire Nen Ability system.
