This was one of the skill rewards Moyu had received for wiping out the Phantom Troupe.
Compared with the original user's ability, the underlying principle was roughly the same: both converted "injuries" into "power."
There were differences, however.
Besides requiring injury as a prerequisite, the original user's Pain Packer also needed an emotional boost.

While the ability was active, it applied the characteristics of Transmuter Nen to turn mental "rage" directly into physical "fire."
This almost conceptual principle was actually much the same as Youpi's ability.
But the skill rewards granted by Perception were usually improved or enhanced versions. In many respects, they could be said to surpass the original users' abilities.
Unforgivable Man: Modified was no exception.
Moyu needed no emotional support. He only had to fulfill the condition of being injured by an enemy to activate the ability.
That was why he had deliberately let Meruem sever his left arm.
He had considered sacrificing a leg as well, but that would have compromised his overall fighting strength, so he had abandoned the idea.
Giving up his left arm was probably the most he could afford at present.
Without answering Meruem's question, Moyu first covered the wound with part of his shadow to stop the bleeding, then activated his ability.

In an instant, the aura surging over Moyu's body fluctuated violently like electromagnetic waves. A moment later, streams of pale black Nen waves interspersed with obscure writing emerged.
Those pale black Nen waves intertwined with the crackling electrical arcs, quickly forming a set of black-and-red alien clothing that enveloped Moyu completely.
Seeing the sinister aura radiating from the alien clothing Moyu had conjured, Meruem's eyes shifted slightly.
Moyu had simply displayed far too many abilities during this battle...
