The Holy Remains Empire was one enormous city, merely divided into many urban districts. Sentry City, managed by Galio, was one of them.

Another decade passed in the blink of an eye. In late April of Wrynn Year 245, as the third stage of the Light Covenant reached its fortieth year, Medivh advanced once more, becoming an Eleventh Rank Bone Spirit.
Propelled by the rules of the Holy Remains Plane, Medivh advanced at a far faster pace than normal. It took him only fifty-five years to rise from a Tenth Rank Bone Spirit to an Eleventh Rank one.
As for speed, he was nowhere near the fastest. The advancement of the Goddess-blessed Light Priestesses, such as Lux, Satena, and Amia, was what you'd call rocket-fast.
With enough accumulation, Spore Queen Luna could also rapidly climb the ranks by drawing on the plane's origin.
Compared with them, Medivh was slow. The main reason was that he hadn't managed to take control of the Holy Remains Plane; he had only benefited from its rules.
