The Police Force Isn't Guarding

In the original history, Senju Tobirama did not bring the main force of the Uchiha clan to the battlefield during the First Shinobi World War; he only brought Kagami Uchiha along.

This led the Uchiha clan to believe that Senju Tobirama had never trusted them from the very beginning—which, of course, was the truth.

Those three squads can't watch for 24 hours, so to ensure rest and combat effectiveness, they need to work in three shifts, which adds up to nearly 40 people.

And that is just the guard for these two locations.

If you don't send people to watch a place as important as the Commercial Street, believe me, you'll have theft and robbery cases every few days.

Not to mention that there are people from Sunagakure and Kirigakure here; in a sense, losing face here means losing face on the international stage.
