These mortals yearned for the mysterious and supernatural. Some were nobles, some wandering poets, and others knights. Lucky enough to pass through the Wizard Array that kept mortals out, they entered the city and saw the splendor of the Wizard World. They could no longer bear to return to the Mortal World, which now seemed like a mire.

Wizards needed mortals too. All kinds of Wizard experiments required observations of the human body or Human Experiments. So they tacitly allowed mortals to reproduce and even added features to the city's Wizard Array to shield them from some Energy Radiation.
