Background
Donghu was a confederation of major tribes with smaller tribes attached to them. Its tribes ordinarily acted independently, gathering under the alliance leader only when a council convened. Its population was described as close to one million, while later reports placed more than 600,000 people across its lands. 435 468
Its territory stretched from northern Yan toward the Songnen Plain, encompassing rich pastureland west of Sand Fox Post and trade routes linking northern Yan with the Western Regions. Donghu and the Xiongnu had contested this region for years before entering a temporary peace agreement. 468
The alliance's political center was its Royal Court at White Wave Beach. The Royal Court controlled Donghu's largest horse ranch, where nearly 100,000 warhorses were raised—an essential foundation of the alliance's cavalry strength. 435 441

| Hulü | Royal Court leader | Coordinated the Royal Court's defense and later commanded its hidden Wolf Rider counterattack. 441 445 |
| Kumo | Royal Court commander | Led 30,000 Wolf Riders during the defense of the Royal Court. 441 442 |
Military
Donghu's strength rested on mobile cavalry, mounted archery, and dispersed tribal garrisons. Shegan's expedition against Pinggang City fielded 150,000 cavalry drawn from the Black Wolf, White Deer, and Green Owl tribes; after its destruction, the remaining tribal garrisons were estimated at no more than 100,000 cavalry. 422 435
- Wolf Riders — Donghu's elite cavalry, particularly associated with the Black Wolf Tribe and the Royal Court. They relied on rapid charges, curved blades, and coordinated flanking maneuvers. 437 445
- Mounted archers and crossbowmen — Positioned in towers and fortified sites, but outranged by the Blood-Clad Army's Mohist-made heavy bows. 419
- Frontier defenses — Donghu fortified narrow passes, valleys, and settlements with chevaux-de-frise, trenches, stakes, barricades, arrow towers, stones, and fire oil. 419 442
- Fire tactics — During the Royal Court's last defense, Kumo employed burning oil, a fire wall, and cattle and sheep with burning tails in an attempt to disrupt the Blood-Clad Army's formation. 443 444
Story Role
Invasion of Pinggang City
Donghu exploited Yan's apparent rout at Pinggang City. Its 30,000-man vanguard pursued Yan cavalry through the open gates, while Shegan brought the main army of 150,000 troops into the northern outer city in pursuit of plunder. 422
The Yan retreat and open gates were a trap. Yan forces confined Donghu within the outer city, while Zhao Cheng's Blood-Clad Army surrounded the area and cut off escape routes. 422 423
Destruction of Shegan's Main Army
Shegan chose to charge the Blood-Clad Army directly after realizing he had been trapped. Qin Yue's forces then used fire to drive Donghu troops toward Zhao Cheng's prepared artillery positions. 423 424
The Blood-Clad Army's cannon barrage devastated the Donghu vanguard. After two volleys, the cavalry that entered artillery range was nearly wiped out; surviving troops regarded the explosions and iron fragments as divine punishment. 425
The Blood-Clad Army followed with a close assault. Their refined weapons cut through Donghu arms and armor, while their physical strength and discipline shattered the remaining soldiers' will to fight. 426 427
Campaign Against the Tribes
After Yan surrendered, Zhao Cheng spared its soldiers on the condition that they guide Qin forces into Donghu territory. Qin Yue provided intelligence on Donghu's camps, tribal deployments, and Royal Court. 433
The Qin-led campaign divided its forces to strike scattered tribes and strongholds before they could regroup. The Black Wolf Tribe's remnants were lured from Black Wind Valley and routed; more than 18,000 Wolf Riders were killed and over 2,000 captured there. 435 437 438
Qin forces also seized Donghu's horse ranches and outer defenses, including Eagle Nest Gorge, Black Wind Valley, and the White Deer Tribe's stud farm, isolating the Royal Court. 440 441
Fall of the Royal Court
Kumo prepared the Royal Court's defenses with trenches, stakes, barricades, archers, crossbowmen, stones, and fire oil. The Blood-Clad Army broke these defenses with heavy crossbows and cannons, which destroyed the walls, barricades, and trenches. 442
Kumo's fire wall, flanking cavalry, and burning livestock assault all failed against the Blood-Clad Army's fire-resistant equipment, extinguishing powder, discipline, and adaptable formations. 443 444
Donghu's final counterattack collapsed when Meng Tian anticipated the hidden Wolf Riders' maneuver. Hulü and Kumo were captured alive, and the fall of the Royal Court ended organized Donghu resistance. 445
Captured Assets and Population
Following the Royal Court's fall, Qin forces reported the capture of Donghu's political leadership, military resources, population, and archives. 446
- More than ten paramount chieftains, including Hulü and Kumo. 446
- Approximately 15,000 surviving elite Wolf Riders and more than 20,000 surviving soldiers from other tribes. 446
- Over 500 Royal Court officials and attendants. 446
- Approximately 123,000 people in total: 43,000 soldiers, 3,000 horse-raising and labor personnel, and 77,000 civilians. 446
- More than 100,000 livestock; 50,000 refined-iron weapons; 3,000 sets of elite iron armor; and 30,000 sets of leather armor. 446

Qin Administration
Qin divided Donghu territory into three counties under Yanmen Commandery and planned to appoint county magistrates and assistants for local administration. 488
- Former tribal leaders were permitted to continue overseeing their people and preserve tribal structures, but were required to pay tribute and provide corvée labor. 488
- Tribal youths were to study Qin law and culture in Qin territory. 488
- Qin promoted farming, distributed seeds and tools, encouraged intermarriage, and sought to accommodate nomadic practices during assimilation. 488
- Relay stations and garrisons were established across the former Donghu lands to secure the frontier and prevent rebellion. 488
- By the time Xiongnu scouts infiltrated the region, Donghu herders were living under Qin control and spoke favorably of the security, trade, and stability the Qin administration had brought. 491
Relationships
- Great Qin — Conquered Donghu, captured its Royal Court, and incorporated its territory into Qin's northern frontier administration. 445 488
- Yan — Donghu's longstanding southern frontier opponent; Shegan's invasion of Pinggang City led directly to the alliance's encirclement and defeat. 421 422
- Xiongnu — A rival steppe power that had contested Donghu territory for years. After Donghu's fall, Xiongnu tribes sought to seize its former lands from Qin. 468 475
- Xiutu Tribe — Entered Donghu territory to exploit the campaign against Yan, but was subsequently annihilated by Qin forces alongside Donghu's remaining resistance. 457 470
