History
Formation
Before formally raising its flag, Rocks attacked a Heavenly Tribute warship near Marine Headquarters, seized its funds and vessel, freed enslaved prisoners, and escaped through Enies Lobby after blasting open the Gates of Justice. The captured Tribute Ship was refitted into a pirate vessel. 1 7
Guyue Fang Huo was Rocks’ first recruited member. After being freed from solitary confinement, Fang Huo accepted Rocks’ invitation in exchange for future cooperation and intelligence-sharing. 2 3
The crew expanded rapidly through direct recruitment, Davy Back Fights, and forced choices offered to defeated pirates. Babel and Sambel joined at Fish-Man Island; Edward Newgate joined after a Davy Back Fight against his former captain; Shiki and Silver Axe Xiong were recruited after defeats by Rocks. 8 11 18 22
The World Government publicly recognized the group before it had officially hoisted its flag. Rocks then declared the Rocks Pirates established, naming the first six members as founding members and ordering Sambel to raise the crew’s flag. 26
Elysium Island and Expansion
After destroying the Ochoku Pirates, the Rocks Pirates occupied Elysium Island. Newgate split the island to create a natural harbor, while Fang Huo and Shiki shaped its recognizable terrain and architecture. Rocks declared himself the “Overlord of the New World” there and began accepting subordinate crews. 46
The crew’s affiliated forces included the Ancient Moon Club, Ganzi’s smuggling fleet, the Bolo Pirates, and other crews approved after Elysium Island’s recruitment period. Affiliates could fly the Rocks Pirates’ flag while retaining freedom to operate and grow independently. 60 61 62
Rocks later entrusted command to Houka during a temporary departure to West Blue. Although several officers challenged or questioned Houka’s authority, they ultimately accepted him as acting commander. 67
Rocks Empire and New World Alliance
Rocks and Houka developed a system in which officers would become kings and division commanders, creating a network of states intended to unite the New World against the World Government. 180
The Rocks Empire was founded on Elysium Island. Shiki was ordered to establish the Flying Kingdom nearby, while Babel and Malone were assigned guard kingdoms. The surrounding kingdoms and divisions became the Empire’s defensive structure. 183 184
The Rocks Pirates later offered the Roger Pirates a choice between annihilation and joining the New World Alliance as an official pirate crew. Roger accepted, making his crew an allied force rather than part of the main Rocks crew. 200
War Against the World Government
The crew intervened in the Red Earth Island human-cleansing competition, killed Celestial Dragons, seized treasures, and triggered an emergency response from Marine Headquarters and the Five Elders. 223
Following the incident, Rocks planned to return the captured Celestial Dragons to God Valley, but Houka persuaded him to relocate the Davy Clan to prevent another catastrophe from reaching Rocks’ homeland. 241
Even while Rocks, Houka, and several King-level officers were absent, the remaining force fought the Five Elders, Holy Knights, and their monsters. Babel and Gier Buster awakened Conqueror’s Haki during this conflict. 341
