They held absolute control over Sokovia, so naturally they weren't about to let go of this populous country. But after Daniel Whitehall, the Hydra leader currently in charge of Sokovia, read the latest reports on the fighting, his face darkened.
Whitehall was the Hydra member most obsessed with superpowers. After obtaining the Obelisk, he had poured vast resources into its study. Eventually, he found Jiaying, an Inhuman, and after dissecting her, replaced his own organs with hers, regaining his youth.
And because he knew more than most about superhumans, Whitehall was the best person to deal with this crisis. Other Hydra organizations had therefore provided extensive funding and personnel to rebuild this Hydra base, with Sokovia at its center.
