S.H.I.E.L.D. had been busier than ever lately. From Nick Fury down to the file clerks, everyone was worried about the world as it stood on the brink of war.

However, there were also people within S.H.I.E.L.D. who were only too happy to see things descend into chaos. Naturally, they were the Hydra agents embedded in the organization.

After returning to his office, Level Eight agent Garrett couldn't help letting the serious expression on his face give way to a smile. He'd been incredibly busy lately, constantly heading to the European battlefront to carry out one mission after another.

Although most of his work involved protecting and evacuating civilians, rather than actually fighting the Mutants, it had still taken a lot out of him. But the busier things got, the happier Garrett became. Only when the world was in chaos would Hydra have the chance to burrow deeper into countries around the globe.

Although the war had destroyed many of Hydra's bases, the threat from Mutants and Inhumans had also made the public realize how unsafe they were. European countries that Hydra hadn't infiltrated before were now seeking military support. It was the perfect opportunity for Hydra to extend its reach into those countries.

Those countries had especially high confidence in S.H.I.E.L.D., an international security organization, and were relying on it more and more for protection. By now, Hydra had already taken control of most of S.H.I.E.L.D., so S.H.I.E.L.D.'s expansion was Hydra's expansion.

It was a deal that could only turn a profit.

However, while this was good news for Alexander Pierce's branch of Hydra, it was nothing short of a disaster for Whitehall's faction.
