History

The Second Mizukage, Hozuki Gengetsu, established Kirigakure’s Ninja Academy. Its students initially included members of bloodline and secret-technique clans. After his death, the Third Mizukage introduced the Bloody Mist Policy to select talented civilian ninja through harsher training. The major clans opposed the policy and withdrew their children from the academy, but could not prevent its implementation 13 18.

Under the Third Mizukage, the policy produced capable commoner ninja while weakening unity between the village’s factions. The Hozuki, Yuki, and Kaguya remained its three great bloodline clans; the village also housed the jinchuriki of the Three-Tails and Six-Tails 47. Karatachi Yagura opposed the Mizukage’s approach to developing ninja, arguing for a different path after Zabuza Momochi’s deadly graduation exam 16 157.

After the Third Mizukage’s reported death, Yagura displayed his control over the Three-Tails’ chakra at a succession meeting. The major clans backed him, and he was elected Fourth Mizukage unanimously 285. He later announced reforms to the Ninja Academy, including mandatory education and elite classes 309.

Military and Institutions

  • Ninja Academy — Trains the village’s ninja. Its rules became a source of conflict between the Third Mizukage and the major clans; Yagura later introduced education reforms 18 309.
  • Anbu — An elite force placed under Yagura’s command during Kirigakure’s operation against Konoha 97.
  • Hunter-nin Squad / Blade of the Bloody Mist — An elite squad used to suppress unrest and pursue clans attempting to leave the Land of Water. Under Araki, it was removed from Anbu jurisdiction and reorganized as the frontline Blade of the Bloody Mist 155 173 291.
  • Seven Ninja Swordsmen of the Mist — Wielders of Kirigakure’s inherited ninja blades and a prominent symbol of its strength. The Third Mizukage dispatched them on a covert mission in the Land of Fire 30 97 119.
  • Technical Research Institute — Established when Sasori became Kirigakure’s Minister of Technology, expanding the village’s Puppet Workshop 470.

Combat Doctrine

  • Hidden Mist Technique — Obscures a wide area so Kirigakure ninja can attack enemies whose vision is blocked. Sensory ninja can help locate targets inside the mist; powerful Wind Style can disperse it 13 294.
  • Water Release and swordsmanship — Water Style is common among Kirigakure ninja. Swordsmanship supplements low-level Water Style techniques that lack lethality; large-scale joint Water Release is another pillar of the village’s battlefield tactics 30 294.
  • Limits against Konoha — Byakugan users and Yamanaka mental techniques can share information through mist, while large-scale Wind Style can blow it away. Intermingled front lines also limit the safe use of joint Water Release 223 294.

Relations and Major Conflicts

  • Konoha — Kirigakure sent the Seven Ninja Swordsmen into the Land of Fire after Hatake Sakumo’s incursion and the death of its Anbu commander. Their conflict later included raids on Konoha and fighting near the Land of Water coast. The villages subsequently observed a truce, though a proposed alliance against a wider threat failed 97 155 222 338 353.
  • Kumogakure — Yagura led a delegation seeking better relations and a joint Chunin promotion exam. The earlier diplomatic mission was also intended to build an alliance against Konoha 47 61.
  • Iwagakure — After defeating Kitsuchi, Araki demanded that Iwagakure ninja stay out of the sea and keep their distance from Mist ninja 458.
  • Land of Iron — Kirigakure hosted a swordsmanship exchange with a samurai delegation, with Araki organizing sparring matches 470 471.

Later Developments

Kirigakure expanded beyond military operations: Araki pressed for underwater mineral extraction to supply the Land of Water’s development, while Sasori built up technical research in the village 405 470. Later, Araki sought to make Kirigakure the publicly acknowledged foremost ninja village through both strength and reputation 515.

The Mist eventually unified the Ninja World. Three years later, its administration was overseeing large-scale migration from the Lands of Water, Wind, Earth, and Lightning into the Land of Fire, alongside specialized combat and research tracks at the Ninja Academy 631.
