Making It Public

The next day.

Because of all the commotion the Uchiha Clan had caused the day before, the people of Konoha had barely slept.

They were constantly on edge, afraid that the Civil War would break out at any moment.

As a result, most people on the streets had bleary, half-open eyes and were still groggy.

They looked like the walking dead!

But what happened next woke them right up.

They saw a large number of ninja rushing through the streets and across the rooftops, quickly covering all of Konoha with notices.

This had also been one of Yan's demands the day before.

The entire village was to be informed of the existence of the district.

The villagers saw notices plastered everywhere, on telephone poles and walls, and curiously went over to read them.

Third Hokage Hiruzen Sarutobi has made an important decision after careful consideration...

A section of land will be designated as a district, and Uchiha Yan of the Uchiha Clan will serve as its district chief.

We hope that by establishing a district, we can concentrate our resources, foster innovation, and cultivate more outstanding talent, allowing every aspect of Konoha to flourish.

We firmly believe that this decision will bring new opportunities to Konoha, further enhance our village's overall strength, and benefit every resident.

The contents of the notice immediately caused an uproar among the villagers. They looked at one another in disbelief.

"What does district mean?"

"How should I know? The only thing I understood was that Uchiha Yan's been made its district chief."

"You mean that bastard who went around arresting people with the Uchiha Clan yesterday? He scared me so much I couldn't sleep all night!"

"But I heard there are lots of spies among them. Lord Hokage confirmed some of it, too. We just don't know if any were missed."

"That's terrifying. One of them lives right next door to me."

"Take my advice: from now on, stay away from the people Uchiha Yan arrested. If they missed anyone, don't get dragged into it."

"Good point!"

The ordinary villagers had limited information and didn't really understand what the district was supposed to be.

But the clans saw things differently.

They hadn't expected Uchiha Yan's seemingly desperate, all-or-nothing move to avoid destroying himself and instead earn him a whole district.

Even after a night to process this shocking news, the clan heads still couldn't bring themselves to believe it.

It was absurd.

If that was all it took...

Then I should gather some people and take them around arresting others, forcing the Hokage to make further concessions and give my clan a district of its own.

Wouldn't that be wonderful?

Unlike the commotion outside, things were quieter within the Uchiha Clan.

Yan had also gone without sleep all night.

He had spent the night with Uchiha Fugaku, several elders, Shisui, Tekka, and the others, discussing plans for the district.

But Yan had done most of the talking, while the others listened and occasionally asked questions.

After all, no one had any experience managing a district.

Uchiha Fugaku was no different.

Being a clan head didn't mean he could be a district chief.

There was a huge difference between managing a clan and running a district.

So Yan had no choice but to rack his brain and recall everything he could from his previous life.

He jumped from one idea to another, adding amendments here and there, until Shisui and the others were left with pounding headaches.

After a whole night of effort, they finally managed to draft a basic template based on Yan's outline.

Looking at the freshly completed documents in his hands, filled with all kinds of rules and regulations and new policies, Yan felt a sense of satisfaction.

Governing... didn't seem all that difficult!

They'd gotten it done in one night!

Now it was time to get things done!

"Fugaku... Deputy District Chief!" Yan set down the documents and cleared his throat. "I'm giving you full authority. Make sure the boundaries of the district are determined within a day."

"There's no need to build a wall, but we must post ninja at every point where it borders Konoha."

"Every ninja entering or leaving must be registered. We can leave the civilians for now."

"Anyone who hasn't registered or refuses to register should be arrested."

"Understood!" Uchiha Fugaku replied with a grave expression. Knowing how important this was, he didn't dare take it lightly.

"Tekka!"

"Here, Lord Yan!"

"Close down all the casinos in the clan. Leave only ours open. If anyone makes trouble, tell them to come see me."

"Understood!" Tekka agreed without hesitation.

"Kyudai!"

Yan looked around but couldn't see Uchiha Kyudai.

He turned to Yashiro and asked, "Where's Kyudai?"

Tekka immediately stood up to report. "I told him to inform everyone in the clan to stay within the clan grounds for the next few days and not go wandering around."

At his answer, Yan nodded and continued giving instructions.

"Once the district's boundaries have been set, have him conduct a census of everyone in the area."

"Record everything you can ask about, household by household: gender, age, skills, whether anyone in the family is a ninja, and so on. Make sure you understand?"

"Understood. I'll go tell him in a bit. I'll make sure it doesn't interfere with anything important!" Yashiro nodded at once, answering on behalf of his cousin.

"No need to rush!" Yan waved a hand. "Just get it done within seven days."

"By the way, take a fresh census of the clan members, too. Make it detailed!"

"Understood, Lord Yan!"

"..."

Once he'd finished giving his instructions, Yan clapped his hands and stood up.

It was only the first day. There was no need to rush a lot of the policies.

The most important thing was to set the boundaries of the district and separate it from Konoha.

As for closing down the casinos, it was simply because he felt that using this method to awaken the Sharingan had too many drawbacks.

He had introduced the policy back then to build up his faction and seek support.

Now that they had the district, there was no need for the clan's other casinos to remain open.

Keeping one of his own was enough. After all, it was better to redirect people than to block them entirely. Shutting everything down all at once could cause problems, too.

The clan members could find other ways to awaken their Sharingan.

Yan had also given Uchiha Fugaku's position careful consideration.

Uchiha Fugaku had once been known as the "Wicked Eye." Judging from that nickname alone, he didn't seem like the sort of person who was indecisive.

Yet under pressure from the Hokage's faction, he had acted in all kinds of baffling ways during the clan's internal power struggles.

In the original story, when Uchiha Itachi massacred the clan, he had meekly accepted his death without a thought for the clan members who had once supported him.

What a fool!

Yan had thought it over for a long time before finally reaching a conclusion.

Uchiha Fugaku simply wasn't suited to being a leader. He was even less suited to making decisions.

As for whether he was suited to being a deputy, that would depend on how he performed from here on out.

If he couldn't handle that, Yan would have no choice but to send him to the military to serve as an instructor.

At least it was a steady job!
