Luffy fought S-Tsugikuni Yoriichi at the New Marines' treasury entrance, using his awakened Nika powers and accelerated regeneration to withstand the Seraphim’s overwhelming swordsmanship. The battle became a contest of endurance, and S-Tsugikuni Yoriichi finally reached his limit and stopped fighting.
Luffy and the Straw Hat Pirates defeated the Seraphim and Abel, then prepared to take a rubbing of the Road Poneglyph before reinforcements arrived. Kuma appeared and revealed that he believed Luffy was Joy Boy; after removing Luffy’s exhaustion, he left the group unsure what would happen next.
Luffy and the Straw Hat Pirates defeated the defenders and entered the treasure vault to copy the Road Poneglyph, while Dragon and Mihawk continued battling above Cake Island. With the New Marines’ defenses breached, Issho ordered the Tech Sea Beast Unit to seal off the island.
Issho confronted Kuma after surveillance footage showed him aiding the Straw Hat Pirates, but Kuma chose to help them escape rather than obey the order to capture them. Kuma sent Luffy, Koby, Brook, and the others away through the ceiling, then faced Zoro and the arriving Marines without resisting.
After Dragon and the Straw Hat Pirates escaped Cake Island, Issho reported Kuma’s betrayal to Tsugikuni Yoriichi, who learned Kuma had acted because he believed Luffy was Joy Boy. Yoriichi removed Kuma from his New Marines positions but allowed him to live with Ginny and kept his daughter enrolled at the Marine Academy.
After Dragon attacked Cake Island, the New Marines used the press to shape public opinion and strengthen their political position while Tsugikuni Yoriichi continued consolidating Marine authority. He told captured commanders Mori and Crow about Dragon’s actions, hoping their disillusionment would make them abandon the Revolutionary Army.
On the eve of the Revolutionary Army commander’s public execution, King Qiaoqiao challenged Marine Headquarters over its modest accommodations, but Brannew deflected the complaint without giving in. Elizabe II warned the rulers that Tsugikuni Yoriichi had invited them for more than the execution, while Yoriichi offered Crow and Mori a chance to work with him and claimed he had dealt with the Celestial Dragons.
Tsugikuni Yoriichi revealed to Crow and Mori that he had destroyed Mary Geoise and offered them a chance to bring the Revolutionary Army under Marine protection. Crow and Mori accepted the possibility of leading their organization back onto what they considered the right path.
Tsugikuni Yoriichi staged Crow and Mori’s escape during their public execution, but struck them down as they fled Marineford. Their fate remained uncertain as they fell toward the sea.
After Crow and Mori escaped their execution, Tsugikuni Yoriichi struck them down while the Marines escorted the shaken royals away. At the afternoon World Conference, Borsalino argued that unbearable living conditions created pirates, making the royals realize the Marines were challenging their rule.
At the World Conference, Borsalino announced that the Marines planned to establish an Internal Affairs Department to combat crimes of power and address the causes of piracy. The rulers furiously opposed the plan, but Tsugikuni Yoriichi silenced them and declared it was a notification, not a request for their opinions.
Tsugikuni Yoriichi tried to persuade the affiliated nations’ rulers to support the Marines’ Internal Affairs Department by revealing that Joy Boy had destroyed Mary Geoise and attacked Cake Island alongside the Revolutionary Army. He ended by asking the rulers whether they supported or opposed the department, which was intended to limit Joy Boy’s potential allies.
Tsugikuni Yoriichi won the monarchs’ support for a Marine Internal Affairs Department by presenting Joy Boy, the Straw Hat Pirates, and Dragon as threats to the world’s rulers. As the Straw Hats struggled to evade bounty hunters and Dragon returned to find the Revolutionary Army divided, Marine Headquarters announced a World Military Draft to suppress them.
Dragon returned to find the Revolutionary Army fractured after Ivankov, Crow, Mori, and their followers left over his decision to help Luffy instead of the Army. As the Marines prepared a worldwide draft and Tsugikuni Yoriichi’s plans weakened the revolutionaries, the Straw Hat Pirates unexpectedly grew into a fleet of more than ten thousand.
Tsugikuni Yoriichi concluded that the Straw Hat Grand Fleet had grown too powerful to ignore and decided the Marines had to strike before Luffy became Pirate King. He told Sengoku and Borsalino he would personally lead the attack, leaving Sengoku to oversee Headquarters.
The Straw Hat Pirates settled in Water Seven while Luffy prepared for Rayleigh’s final trial, revealing that his dream was to make sure everyone in the world had enough to eat. A New Marines surveillance ship reported the conversation, and Tsugikuni Yoriichi raced toward Water Seven, dismissing Luffy’s dream as ridiculous.
Tsugikuni Yoriichi set out for Water Seven while the Straw Hat Pirates learned how to reach Laugh Tale and prepared their fleet for the journey. As Luffy and his allies celebrated by the sea, a meteor struck near the pirates’ banquet, and a red-haired youth emerged from the flames to confront the Straw Hat Grand Fleet.
Tsugikuni Yoriichi arrived at Water Seven, rescued captured civilians, and slaughtered thousands of pirates from the Straw Hat Grand Fleet, citing his duty as a Marine. Luffy attacked him, but Rayleigh and Kozuki Oden deflected Yoriichi’s slash, and Yoriichi told the gathered pirates he intended to clear away “trash.”
Tsugikuni Yoriichi confronted Luffy and his allies after slaughtering the pirates gathered on the beach, questioning whether Luffy’s freedom and choices were truly his own or dictated by Joy Boy’s fate and the Nika Fruit. Luffy attacked in Nika form, but Yoriichi easily deflected him and drove back Oden, then sank the Moby Dick with a slash.
Tsugikuni Yoriichi overwhelmed Rayleigh and Kozuki Oden, then used his Transparent World to find and kill the hidden Ben Beckman. He left Sanji and the others unharmed, while Brook collapsed under the pressure of his Haki.
Tsugikuni Yoriichi overwhelmed Luffy, Rayleigh, and Kozuki Oden, killing Luffy after severing both his arms. The chapter left Rayleigh and Oden engulfed by Yoriichi’s rain of golden fire.
Tsugikuni Yoriichi killed Luffy, Rayleigh, and Kozuki Oden, but Luffy’s body revived under the white flames of the Nika Fruit as Joy Boy took control. Joy Boy attacked Sanji, and Tsugikuni Yoriichi rescued him before confronting Joy Boy as a threat.
Tsugikuni Yoriichi fought Joy Boy, whose overwhelming Haki and strange resilience made him a formidable opponent. After discovering Joy Boy’s power grew when he laughed, Yoriichi struck down the heart sustaining him, leaving Joy Boy’s fate unresolved.
Tsugikuni Yoriichi killed Joy Boy in Luffy’s body, destroyed the Straw Hat Grand Fleet, and helped the Marines defeat the Revolutionary Army before shaping a new world order. Years later, he rested in a peaceful forest at the ruins of Marie Geoise, surrounded by collected Devil Fruits.
