Enies Lobby was located in the first half of the Grand Line. The island had been built over a sea cavity, and because of its unusually volatile marine environment, Dragon recognized it at a glance after obtaining the map.

Enies Lobby was renowned throughout the world. Its existence not only symbolized the World Government's highest authority—the Impel Down that held the world's most vicious criminals lay behind Enies Lobby's Gate of Justice.

Enies Lobby represented the World Government's absolute authority. Its importance was comparable even to Marine Headquarters Marineford.

"How do you plan to have us, the Revolutionary Army, prove our capabilities and worth?!"

Dragon already had an ominous suspicion, but before receiving Tsugikuni Yoriichi's personal confirmation, he patiently asked the question instead of jumping to conclusions.

Even at such a formal negotiating table, Tsugikuni Yoriichi remained wrapped in a black robe, with his hood still drawn over his head. Though the Revolutionary Army commanders sitting across from him could see his face clearly, they had no way of confirming his identity.
