Tsunade's mind had gone completely blank. Her body, which could supposedly split mountains and shatter rocks, felt utterly weak and limp, tingling all over.

Dongfang Mao answered instinctively, but before he'd finished speaking, his expression suddenly froze. A moment later, his eyes lit up, and he smacked his left fist into his right palm.

"Right! Refugees! There are so many refugees along the road to the border, and they're all nearly starving to death. If we give them food, why wouldn't they work for us?"

Dongfang Mao jumped up from the edge of the bed and gave Inumaru a hearty slap on the shoulder.

"Clever thinking, Inumaru. You really are the sharpest scout on Mount Yoshino."

"You flatter me, big brother."

Inumaru accepted the praise modestly, then reminded him, "Big brother, even if we can recruit refugees, the more important things are money, food, and equipment. We didn't bring much money or food out of the stronghold, and taking in all these refugees will cost us quite a bit more."

Dongfang Mao's expression turned grave.

Money and food really were a major problem. What little he had on him would barely be enough to maintain their current situation, let alone build a much larger force.

Dongfang Mao thought it over again, then took out the money he had left and handed it to Inumaru.

"Yes!"

Inumaru took the money and left, leaving Dongfang Mao alone in the room.

His expression began to shift, conflict and unease showing on his face. He got up and paced back and forth around the room.

After quite a while, he finally sighed. The tension eased from his face, as if he'd made up his mind.

"Forget it. Anyone who wants to achieve great things can't afford to be fussy about the details. Since I decided to rely on someone powerful before, I might as well see it through. It's just another bowl of rice earned by leaning on someone. I'm doing it!"
